ITANAGAR, Nov.19:  The Capital Complex bandh called by Arunachal Law Students’ Union (ALSU) in protest against non-fulfillment of its various demanded would be effected from 5 am on November 27.

It is regretted that the time of the bandh was mistakenly published as 5 pm instead of 5 am in yesterday’s news item.

 

Religion key to reform the society: Sonam

ITANAGAR, Nov 19: Arunachal Pradesh Building and Others Construction Workers Welfare Board Chairman Jalley Sonam said religion could be the key to reform the society, specially derailed youths. He was addressing at the occasion of annual conference Seppa Pastoral range at Ramgang School on 17th Nov 2013.  Sonam further said such religious plaftform should be used as public discourse to bring social change in the society citing that Christianity has saved many of youths from harmful activities such as alcoholism and drug abuse and other criminal activities.

Emphasizing that religious platform creates brotherhood among the people irrespective of denominations, he said such bonding should be strongly maintained.

Indira’s birthday celebrated

ITANAGAR, Nov 19: Along with the rest of the country, Arunachal Pradesh Congress Committee (APCC) and Arunachal Pradesh Congress Seva Dal (APCSD) celebrated the 96th birth anniversary of former Prime Minister Indira Gandhi as National Integration Day at Rajiv Gandhi Bhawan here today.

APCC vice president Padi Hinda led the party leaders and ministers, MLAs, Parliamentary Secretary, office bearers of PCC and APCSD in paying floral tributes to the portraits of the late prime minister.

Minister Newlai Tingkhatra, Parliamentary Secretaries JK Pangeng, Lokam Tassar, MLA Techi Kaso, APCSD Chief Organizer Taki Taba, IMC Chief Councilor  Higio Aruni were present on the occasion.

Arunachal Meen Mahotsav 2013

NAHARLAGUN, Nov 19:  The Department of Fisheries is organizing the first ever Arunachal ‘Meen Mahotsav 2013’ as part of World Fisheries Day at Indira Gandhi Park here on November 21 and 22.

Resource persons and scientists from Rajiv Gandhi University, Veterinary College, Guwahati, CIFT, Kochi and others will give detailed presentation on various topics, like status of fisheries, development of cold water fisheries in Arunachal Pradesh and value chain project on pelagic and freshwater fisheries (NAIP-RHSSE) etc. during the two days programme.

The programme is being supported by National Fisheries Development Board, Hyderabad & Agricultural Technology Management Agency (ATMA).

Education minister’s attention drawn

on mushrooming of private schools

ITANAGAR, Nov 19: All Papum Pare District Students Union (APPDSU) today rang up an alarm bell to draw the attention of the education minister over mushrooming of private schools in the district and Capital Complex.

In its letter the education minister, APPDSU demanded him to check whether those private schools are following all the guidelines laid down by the education department to run school.

The union further said that as per guidelines, there should be proper playgrounds, library, sanitation and safety measures etc in private schools. The Union urged the department to properly cross-check all the documents of private schools.

 

Lyricist, folklorist felicitated

AALO, Nov 19: Mijum Lona of Gaur Hill Aalo and Takir Jerang of Lorging village under Jomlo-Mobuk Circle have been felicitated by the State Government with cash awards and certificates for their outstanding contributions in the field of art and culture.

Lona is a renowned indigenous musician and lyrist with 126 Galo and Adi songs in his credit. He has also compiled a book on Galo proverbs and written many books on socio cultural aspects of the society.

Takir Jerang has composed many folksongs and folklores in Adi to promote Adi art and culture.  DIPRO

 

Regular EE demanded

ITANAGAR, Nov 19: All Arunachal Pradesh Youth Organization (AAPYO), in a representation, has demanded the Commissioner, PWD to post a regular Executive Engineer (EE) at Sangram PWD division in Kurung Kumey.

The organization claimed that the PWD division has been running without regular EE since last three years which has created great problem and inconvenience to the contractors and general public as well.

 

State BJP to contribute to ‘Statue of Unity’

ITANAGAR, Nov 19: State BJP Kisan Morcha has started the collection of iron-made agricultural instruments from various parts of the district to send them to Gujarat for building the “Statue of Unity” figuring iron man Sardar Ballav Bhai Patel.

The Morcha organized a programme at Maro village in Upper Subansiri district to collect such old iron farming tools from the villagers.

The State Unit Kisan Morcha president Lumpak Paksok informed the villagers that their most useful and precious farming iron metals will be part of the historic ‘Statue of Unity’.

The senior citizens and villagers happily and voluntarily contributed their old used farming Iron tools and thanked Kisan Morcha of BJP for organizing such important events.

 

APCSOA threatens to launch movement

ITANAGAR, Nov 19: With just 10 days left until the deadline, Arunachal Pradesh Civil Service Officers' Association (APCSOA) has decided to launch a series of democratic movement as no written assurance has been received from the state government till date to fulfill its five-point demands. The decision was taken in a meeting of the association here yesterday.

 

NSCN (K) cadres nabbed

ITANAGAR, Nov 19: Two NSCN (K) cadres identified as Aman Konyak (18) and Nahnga Ghangsa (18) were nabbed by Longding police and Rajput Regiment of the Army from Longding today.

Longding SP Rajesh Kumar said, one pistol and a revolver along with live cartridge, two mobile phones an extortion note and cash have been recovered from their possession.

According to Kumar, these cadres were involved in extortion activities in the area.

They have been arrested U/S 384/511 Ipc R/W 25(1A) and 27 of Arms Act.

 

Farm School inaugurated

ITANAGAR, Nov 19: The farm information advisory committee (FIAC) and block technology team Doimukh established a Farm School at Gumto, Doimukh sponsored by Agriculture Technology Management Agency (ATMA) Yupia, Papum Pare.

Inaugurating the Farm School, Doimukh ZPM Tana Yayo explained the importance of farm school and urged the villagers to protect it. The ZPM distributed farming tools to the farmers on the occasion.

The KVK Karsingsa conducted a training on winter crop for the farm women.

The Departmental officials explained in details about the Farm School and its importance before the farmers present on the occasion.

Gumto ASM Tana Tarang also attended the inaugural programme.

 

NCP provides relief to fire victims

ITANAGAR, Nov 19: A team from State Nationalist Congress Party (NCP) led by LK Yangfo, vice president and in-charge of western parliament cum chairman disciplinary action committee, provided relief materials, like blanket, bucket, utensils etc. with cash amount to the fire victims of Fachang village in East Kameng district.

While distributing the relief items to the victims, the party appealed to the District Administration to provide immediate relief, including financial assistance to the victims for their quick rehabilitation. The party further urged the Chief Minister to extend all help including financial assistance to the victims for treatment of those who have received serious burnt injuries.

The team of NCP panchayat leaders, including an INC ASM, district and block NYC office bearers along with 200 supporters have participated in the social service and construction of houses for fire victims.

 

GPF demands action against trespassers

ITANAGAR, Nov 19: Taking strong sentiments for the trespassing, destruction of properties and illegal construction of a house inside the compound of P Potom, a senior citizen of state, the Galo Peoples’ Federation (GPF) today served an ultimatum of three days to the District Administration for action regarding the dismantling of the house constructed illegally within the given period.

Exuding grave concern over the inaction and capability of the administration and Police force as no action has been taken even after the elapse of two days, the GPF reported that not a single arrest has been made against any of the 50 odd people who had illegally trespassed and damaged properties worth few crores on Sunday last with pre-planned hatchery.

AESDSU visits fire victims, provides relief

ITANAGAR, Nov 19: A team of All East Siang District Students Union (AESDSU) today visited the victims of yesterday’s fire mishap at Pasighat town and provided relief materials to them.

Two government quarters were gutted near power house in the wee hours yesterday in Pasighat rendering two families homeless.

Meanwhile, AESDSU appealed to the state government to fully equip the fire brigade in Pasighat with fire-fighters and tenders to tackle such incidents. The union alleged that fire brigade in Pasighat was ill-equipped and there was inadequate man power.

Meanwhile, the students union condemned the district authority for not appreciating the boy, who risked his life to save life and properties during the incident.

The boy, namely Kaling Palon evacuated a woman, gas cylinders from the burning kitchen. He has been admitted in General Hospital Pasighat with severe burn injuries.

Nyishi vernacular weekly Gumgu Rumru launched

ITANAGAR, Nov 19: The media in Arunachal Pradesh today achieved another milestone with the launch of a vernacular weekly newspaper, the third from the state.

Gumgu Rumru, the weekly in Nyishi language, was formally launched by Galo Welfare Society president Emi Rumi in a function held at the premises of Arunachal Press Club here this afternoon.

Earlier this year, Supung Puyu, an Apatani language weekly and The Arunachal Aung an Adi weekly was launched.

After launching the vernacular weekly Rumi spoke how the initiative of publisher Haa Tatu and editor Taring Mama will be beneficial in the growth of the state media.

“Gumgu Rumru would go a long way in the annals of state's media history”, Rumi said.

Expounding on the idea for starting the weekly, editor of the weekly Taring Mama said he hopes to make the voice of the media stronger and ultimately help in the preservation and promotion of the language.

Gumgu Rumru in most dialects of the Nyishi language refers to the period of day just before sunrise when it is neither night nor morning and is considered auspicious.

Explaining the meaning of the weekly’s title, Mama said that it is at this time when “the rooster gives it crow to wake up people and similarly Gumgu Rumru will also try to awaken people’s minds.”

Admitting that this is just the first step in a long journey, Mama said that the weekly tabloid format was adopted since there is still much streamlining of the language which is required before launching a daily newspaper.

Referring to the differences in phonetics of spoken dialects in the five Nyishi-populated districts of the state, the editor of the weekly said that hopefully with the launch of the weekly, suggestions and contributions from readers will help usher in a standardized form of the language.

Capital Police cracks Bomjen Gapak murder case

ITANAGAR, Nov 19: The City Police have arrested one Ramesh Taku in connection with Bomjen Gapak murder case. Bomjen was gruesomely murdered by a group of youths on the intervening night of May 26-27 this year.

According to Capital Complex Superintendent of Police (SP) Seju P Kuruvilla, the alleged accused Ramesh (26) of East Kameng district presently residing at RWD colony here has been arrested with help of CCTV footage after its proper examination.

According to the SP, Ramesh has admitted his direct involvement in the case along with his five friends. He has also disclosed the facts and circumstances that had led to murder of Bomjen, the SP said, adding that teams have been formed and raids are being conducted to apprehend all the remaining culprits, who are on the run.

The footage of the CCTV camera located at Legi complex was analyzed and studied in details with help of scientist of CFSL, Kolkata which provided the description of the car used by the assailants. The same was also corroborated based on call data record analysis of suspected persons, the SP added.

Meanwhile, congratulating the police team led by OC PS Itanagar T Bage, All Nyishi Students’ Union (ANSU) has requested to make public the details of the case along with the names of all other accused so that such incidents do not recur.

“Any individual or organization trying to interfere in any way with the proceeding of this particular case will not be tolerated,” ANSU president Sikka Gapak warned.  He further said that ANSU will stand by the Capital Police.

 

Parents express gratitude

The parents of late Bomjen Gapak have expressed gratitude to the state government and the Capital Police for apprehending the culprit(s) involved in the incident.

Tabom and Yama Gapak, the aggrieved parents said, “While we would like to express our deepest gratitude to all concern, we would be only convinced after all the accused are arrested and tried.”

“All the accused involved should be tried in fast track court to deliver justice to our late son,” they said.

 

 

SIC struggling for survival

ITANAGAR, Nov 19: The special investigation cell (SIC) which is investigating many high profile corruption cases including the infamous PDS scandal is striving hard for existence. Lack of proper infrastructure coupled with shortage of manpower is becoming stumbling block in carrying out efficient investigation.  In absence of the office staffs, the officers themselves carry out all work including maintenance of files.  

The office of SIC is presently located at BN colony, Chimpu. Interestingly the office has been setup in a type III quarter and is very congested. The office has no water, computer and toilet facilities. It is basically a full-fledged police station and cover corruption cases of entire Arunachal. There is no separate room for SP and all the officers are working chaotically due to lack of space. The condition of SIC office can be described as shocking and pathetic. Being the premier investigating agency of state, at the moment SIC is investigating as many as 62 cases of corruption which include 1000 crore PDS scam. Though in principle it has been handed the responsibility of probing all cases under prevention of corruption act (PCA act) registered in any parts of state, practically politician-bureaucrat nexus has crippled the functioning. Majority of cases registered under SIC are against politicians, bureaucrats (IAS, IPS, APPSC officers) and engineers who all yields immense power owing to wealth they had amassed over the years. There is virtually no support from government to SIC and it is becoming more of a symbolic organization. At present it is headed by an SP and is supported by 2 deputy superintendent of police, 4 inspectors, 3 sub-inspectors and 4 constables. Fourteen personnel’s to cover whole of state is just not enough. Making situation worse, the SIC has not been provided vehicles. Many a times officers are compelled to use their own personal cars for official purpose and also fund their travelling expense. “People file case hoping that we will properly investigate corruption cases and give justice to them. But look at the condition of our office. It’s in horrible condition. Also, if an investigation officer has to travel to district from where complaint has been received, how he/she can travel without vehicle and proper security.   Most of the cases under us are high profile ones and therefore there is always threat to the life of all staffs,” shared an official of SIC.

Justice Ranjan Gogoi and Justice BP Katakey of Gauhati High Court in a judgment related to PDS scam on 29th August 2007 had clearly instructed that SIC should be provided with adequate number of serviceable vehicle and proper office be established at Itanagar. The successive state govt has failed to adhere to court order. Former SIC chief MS Chouhan also did not initiated any step to boost sagging image of the agency. Chief Secretary is the chief vigilance officer and he is followed by principal secretary, secretary vigilance and under secretary vigilance. The under secretary vigilance heads the administration part while SP SIC deals with investigation section. If SIC is working in such pathetic condition, then how we can hope that accused involved in multi-crore PDS scam will ever be punished for looting food meant for poor Arunachal. This is a serious matter to ponder.  

 

 

No mega dam on Siang river: SIFF

ITANAGAR, Nov 19: The works of the three mega dams over Siang river—the Lower Siang HEP (2700MW), Upper Siang stage-II HEP (3750MW) and Upper Siang stage-I HEP (6000MW) has run into rough weather with Siang Indigenous Farmers’ Forum (SIFF) strongly opposing them apprehending that the projects would submerge a large chunk of cultivable land, besides jeopardizing their existence.

Opposing the projects, SIFF today submitted a memorandum to Chief Minister Nabam Tuki demanding immediate cancellation of the memorandum of agreement (MoA) signed between the state government and North East Electrical Power Corporation (NEEPCO) on May 28 last for execution of the 3,750 MW Siang Upper-II power project. Addressing the media persons at Press Club here today afternoon, SIFF President Gemin Jiji said that the state government has signed the MoA with the power developer without knowledge of the people affected by the project.

He said, the length of the reservoir for the project was planned at 208.5 km, which if breached, would have a devastating impact not only across the entire Siang belt but in neighbouring Assam as well.

“If the dam breaks down, the affect will be devastating. Everything will be destroyed. We don’t want to be refugees in our own land,” he said.

“We have already accepted many smaller dams/ hydels in our area which will provide our electricity requirement sufficiently. So what is the need of the mega dams, when the requirements can be fulfilled with the smaller ones? He questioned.

SIFF general secretary Tasik Pangkam, claimed the affected people have been deprived of their democratic rights by not informing them about the proposed dam by Government while signing the agreement. Highlighted the impact of mega dams, he said the dams, if constructed, will devastate human lives and biodiversity by inundating forests and agricultural land.

Vice president Moddo Patuk said, “We are not against development. We are not anti-dam activists. We are only opposing those projects which will invite doomsday for the indigenous people of the Siang belt," he said.

While referring to the devastating floods of 2000 at the Siang belt which left a trail of destruction, said the extent of damage was massive when the rise of water level during the floods was only 30 metres.

"One wonders what could be the scale of devastation if the three proposed dams breached, the heights of which were planned at 145, 257 and 154 metres respectively," he said.

While threatening to launch an agitation if the state government failed to meet its demands, the Forum was adamant on the view that no amount of compensation or mitigation measures could replace the ancestral land of the indigenous tribal people of the area. We will prevent the construction of the dams at any cost, they threatened.

The memorandum submitted to the Chief Minister said: “The Siang River is the life-line of the people living in the Siang valley. But the proposed construction of dams will inundate many villages and towns, and render the poor farmers landless. The Siang valley is among the biodiversity hotspots of the world. Inundation of large tract of land will destroy large number of rare species of flora and fauna which will cause irreparable loss to the people and the nation.”

“The proponents and builders of large dams have historically failed to recognize the myriad ways in which the tribal people use their land, forest and rivers and how they depend on it for everything. The construction of the dams and following its resultant impact on the environment will bring about severe climatic change in the region, leading to global warming. No money can reverse such catastrophic impact on the fragile eco-system of the region, rather huge deposits of minerals and forest resources will be submerged, which will be of great loss to the people and the nation.”

“Construction of such mega dams is a direct attack on the environment and eco­system which may precipitate land slide and natural calamities, even to the extent of earthquakes, putting the life and security of the peace-loving people of the valley in great danger. This in turn may have an adverse impact on the demographic profile of the indigenous people of the eastern part of the Himalayan region due to influx of large number of Immigrant labour force needed to construct the dams. More so, such proposal is against the interest of the indigenous people as declared by the UNO.”

“Further, this is also against the Nehruvian panchasheel which aims to protect the rights on land and property of the indigenous people, by them. It is also a clear violation of "The Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006" wherein the tribal people are given Rights to use forest, forest products and other resources.”

“The entire Himalayan region is seismically very active. Studies indicate that enough strains have accumulated to generate magnitude 8 or larger magnitude in the Himalayan region.”

“Recently, National Disaster Management Authority has warned that more than eight lakhs people will die, if an earth quake measuring 8 on the Richter scale occurs in the seismically active Himalayan states from J & K to Arunachal Pradesh.  Therefore, construction of Mega Dams on Siang River will make the thing worst in the event of an earth quake which cannot be prevented by man.”

 

 

CM announces ex-gratia to kin of fire victims

ITANAGAR, Nov19: Shocked and sad over two different incidences of fire mishaps one at Yadhi village (Hoj-II) of Dakte Hoj Panchayat under Toru circle of Papum Pare district that claimed 3 precious lives of a family and other at Pasighat, Chief Minister Nabam Tuki has announced ex-gratia to the kiths and kins of the deceased according to the government norms. Terming the incident as most unfortunate, Tuki extended his heartfelt condolences to the bereaved family members while praying for the eternal peace of the departed souls.

He reiterated his appeal to the people of Arunachal Pradesh that with the arrival of dry season, extra precaution must be taken to avoid such recurrence of the incidents.

“In the winters, there is every possibility of such fire mishaps which we have witnessed several times in the past. We must take every possible precautions in order to avoid such bizarre incidences”, CM appealed.

 

 

PDS item distribution system reviewed

ITANAGAR, Nov 19: The Kurung Kumey district level vigilance committee meeting today reviewed the PDS items distribution system in the district.

The meeting chaired by Kurung Kumey Deputy Commissioner Gejum Ete chalked out strategies for smooth distribution of PDS food grains as well as to detect and stop pilferage, black marketing and selling of rice at high rate in fair price shops.

The DC directed the department to keep strict vigil on movement and distribution of PDS items and collect stock position report of FCI and PDS Nominees on daily and weekly basis. He also asked the Carriage Contractor to cooperate with District Administration cautioning that any irregularity, if found, will not be tolerated.

Beside vigilance committees, the president and secretary of Koloriang Citizen Rights, All Kurung Kumey District Fair Price Shop and SKO Dealer’s Welfare Association and FPS dealers of Koloriang attended the meeting and demanded establishment of FCI depot for Kurung Kumey within the district and strict monitoring of PDS items in the district.

 

 

Todo Utd win Arunachal Football League

ITANAGAR, Nov 19: Todo United FC became Arunachal Football League Champion after they played out 2-2 draw with defending champion Bamang Taji FC in their last match at RG Stadium, Naharlagun today. BTFC needed a win to defend their title.

It was TUFC which took the lead in 5th minutes through a superb header by Tagio Raja. Stung by the early goal BTFC kept the pressure on TUFC and equalized (1-1) through a free kick in 16th minute by Toko Poliam.

Needing just a draw to win the league, TUFC again took the lead in 56th minute through goal from playmaker Ligang Bongo. But Tage Tath of BTFC scored in 74th minute to level the score 2-2.

BTFC made an all out efforts to win the match. But it was too late as the referee blew the long whistle announcing end of the match.

With this win TUFC have qualified for the 2nd division club competition.

While informing that no player of his team has received any caution from referee throughout league. TUFC manager Taja Bunung said his team deserved win.

Tugung Neri SC will take on Capital Complex SC in the last match tomorrow.

CCSC needs a win and better goal difference to claim the second spot.

Currently, BTFC are at second place with 9 points from 6 matches and CCSC are at third place with 6 points from 5 matches.

 

 

Painting competition held

NAHARLAGUN, Nov19: A state level painting competition on the theme “Care for water, before it becomes rare” was conducted by Central Water Board, State unit office, Naharlagun at conference hall of Itanagar Municipal Council at Naharlagun yesterday.

Aksnsha Dutta of Raama Krishna Sarda Mission Girls School, Khonsa, Rishita Nath of KV No-1, Naharlagun and Tapir Degio of St. Xavier’s School, Palizi, Seppa bagged the first, second and third prizes respectively. The first, second and third prize winners were awarded cash prize of Rs 10,000, Rs. 8,000 and Rs. 500 respectively.

Ten participants were given consolation prizes of Rs.100 each.

Earlier, school level competitions were conducted among students of 6th, 7th and 8th standard in various schools of the state and 50 students were selected for the state level competition.

The winners will represent the state in the national level painting competition to be held in New Delhi.

Renowned artist S Bhattacharjee , who spoke on the occasion explained the importance and necessity of water conservation. He mentioned that art is the true medium to aware people about different social problem.

Professor, N Kar, Head of Geography Department, Rajiv Gandhi University lucidly described the causes of water crisis and how it will affect the common people of the country. He emphasized on the importance organizing such painting competition to create awareness among the masses.

Disaster management training for PRI members held

RUKSIN, Nov 19: Continuing its efforts to sensitize the people on disaster preparedness, the District Disaster Management Cell of East Siang today organized a ‘Disaster Awareness Meeting at Ruksin SDO’s conference hall.

The programme organized under National School Safety Programme (NSSP) for PRI members was attended by the PRI members from Ruksin, Bilat and Sille-Oyan circles. The resource persons in the day-long meeting elaborated about the safety trips on earthquake and fire accident with power-point presentation.

Addressing the awareness meet, District Disaster Management Officer (DDMO) Gaden Tsomu asked the PRI members to spread the knowledge on disaster preparedness among the common villagers that they can be alerted to mitigate any disastrous situation. She informed that the authority has already conducted such meeting at Pangin, Boleng, Koyu-Kora areas of the district.

Explaining on the safety measures for earthquake and fire mishaps, District Adult Education Officer, J Yirang urged the people to follow the rules in order to save their valuable lives during disaster. He taught the participants on the preventive measures of fire mishaps, suggested them to use improved ‘chulla’ in kitchen.

“A prepared society is a safe society”, he avowed.

Ruksin Anchal chairperson Aruni Jamoh also shared her experience of a lot of fire accidents. According to her, one of the main causes of fire accidents is careless handling of chulla.

A documentary film on 1950 Assam earthquake and flood was also screened on the occasion.

The authority is organizing such programme for the women members of Adi Bane Kebang(ABK) at Pasighat tomorrow.

Among other, senior teacher Biren Dutta, N Lhamu and department Field officer Obang Apum also spoke on various safety trips on natural disasters.

 

 

IMC holds urgent meeting

ITANAGAR, Nov 19: The Itanagar Municipal Council (IMC) held an urgent meeting under the Chairmanship of Chief Councillor in her office chamber yesterday.

The meeting attended by the members of empowered standing committee discussed on various points related to functioning of Itanagar Municipal Council.

All the in-charge Empowered Standing Committee on various subjects assigned out of the subject matter transfer by the State Government resolved to examine and sort out the points for implementation in the interest of capital dwellers.

The concern ESC Member in-charge of the subject allocated will submit their action taken, study the viable and feasibility report within a week for further discussion by the Committee. The members expressed hope that concern departments authority shall hand over power of 8 subject transferred by state govt to Itanagar Municipal Council.

In the meeting a letter received from Deputy Commissioner, Capital Complex, Itanagar was discussed regarding conduct of special sanitation drive addressed to IMC for immediate action to clean, systematized, lifting the garbage, clean the bushes of both side of the road and sectors for security reason and submit report to him in compliance of his letter.

The Empowered Standing Committee Member appreciated the proposal and decided to co-operate and participate if Deputy Commissioner being Chairman of DUDA provide required infrastructure like man power and machineries.

 

 

Essay and drawing competitions

ITANAGAR, Nov 19: The Department of PHE & WS Division, Namsai yesterday distributed prizes to the winners of essay and drawing competitions on the theme “Sanitation and Hygiene practices for healthy environment” conducted among the students of class I to class X at Kendriya Vidyalaya, Tezu to mark the Children’s Day celebration.

The children were grouped into four categories keeping in mind their age and capability.

The topics given for drawing competition were ‘Hygiene and Sanitation’, ‘Traditional Toilets’, ‘Clean Surroundings’ and Drinking Water Source of your School’. Students from class I-II, III-V, and VI-VII had drawn some thought provoking sketches which proved that little impressionable minds are the right target groups through whom the Nirmal Bharat Abhiyan could be taken to every home in the country.

The topics for the essay competitions were ‘Relationship between Sanitation, Hygiene and Health’, ‘Narrate on Good Sanitary Practices’ and Effects of Open Defecation’ in which students from secondary level participated.

The students have shown through their essays writing that the present generation is well aware of the concepts of good hygiene and sanitary practices.

Speaking in the prize distribution ceremony, LK Srivastava, Assistant Engineer, PHE & WS Sub-Division, Tezu spoke at length about how such awareness and sensitization programs aimed at the young minds could help in education, execution and implementation of flagship programs of the government.

Kaling Pao, District Consultant (HRD) and Dushamso Minin District Consultant (Water and Sanitation) of Lohit District were also present.

Both the consultants in their brief speeches shared views and information with the students and urged them to adopt healthy sanitary and hygienic practices.

Ravindra Devadiga, Principal of the Vidyalaya expressed gratitude for organizing such awareness program in the school.  

 

 

IGTMSU celebrates birth anniversary of Indira Gandhi

ZIRO, Nov 19: The Indira Gandhi Technological and Medical Sciences University (IGTMSU), Ziro today celebrated 96th birth anniversary of the then Prime Minister Lt. Indira Gandhi here at University premises.

Attending celebration as the chief guest, local MLA cum Parliamentary Secretary, Padi Richo said that Lt. Indira Gandhi loved people of Ziro and continues to bless them even after her death by giving a University to be set up in her name.

He suggested students of IGTMSU to be sincere in their study for bringing success to their life and also asked them to set record for the University as the first batch so that new comers follow their path.

While giving due importances on skill development in which even the drop out students could undergo certificate courses so that they become self dependent after obtaining the certificate from the University, he appreciated faculty members who hail from different part of country.

Expressing the hardship he had faced in materializing the IGTMSU to be set up here in Ziro, he visualized the scenario of Ziro had it been established 10 years back.

Earlier, DCC (I) president Kime Nime highlighted on the life history of Lt. Gandhi.

Seppa to Nechipu, an abandoned road????

Dear Editor,

Seppa to Nechipu road which was constructed in late 70s is the lifeline for the people of East Kameng district and some part of West Kameng district like Thrizino circle. This is the lone road which connects East Kameng from the rest of the world.  This road is lying abandoned since it was handed over to PWD, East Kameng from GREF.  Owing to lack of maintenance and carelessness of PWD department and two administration of West Kameng and East Kameng common public are suffering.  Sometimes the situation get so worse that the patient which is referred from Seppa hospital to Itanagar or Guwahati dies on the way because of pathetic road condition. The West Kameng district administration is not taking much important about this road may be because this road is not connect to the mainland of district as it covers only one circle but for East Kameng it is the lifeline.  Then why our district administration, PWD and MLAs of East Kameng are silent today and not any taking any action to maintain this valuable road. Are they waiting for public to gheroed them and take out the frustration. And later they will blame public for destroying image of Seppa town.  Our Hon’ble MLAs should direct the district administration and PWD East Kameng district to initiate step to maintain this valuable road. If there is case of jurisdiction issue then the East Kameng administration should refer to their counterpart from West Kameng and take necessary action. I want to know whether the district administration and HMLAs have became careless because there is no more compensation money left or are they waiting for the Arunachal Trans-Highway to complete?? Sorry if you are waiting for Trans Highway then it will be too late because the compensation process of the Trans-Highway is still to complete and also many case has been pending in East Kameng district regarding the favouritism extended in distribution of land compensation process. Adding salt to the wound, the big heavy vehicles of around 7 to 8 tons of NEEPCO & Patel Engineering are plying regularly in this simple mountain road which is designed for only light vehicles and limited for only two 2 tones. They leave behind big pond and mountain between the roads which are endangering the light vehicles of the common people. The district administration should check such kind of activity and should take legal action against these private companies to restrict the heavy vehicles which are damaging our simple road. So last but not the least we request our HMLAs and district administration of East Kameng district to take urgent step to maintain this road before it’s too late.

Water in a fuel tank

Dear editor,

Through the columns of your esteemed daily, I would like to bring to the notice of the concerned authorities that every year number of students gets enrolled for B.Sc “FORESTRY” (which is strictly a 4 years professional course) in various institutes like TNAU-Tamil Nadu, UAS-Karnataka, G.B Pant-Uttarakhand, UHF-Himachal, NU-Nagaland, NERIST, CHF-A.P., etc. However, after the completion of degree programme, though they are trained theoretically and practically for 4 years on every aspects of Forest and its management, yet the concerned authority does not keep any provision under the present recruitment rule for the job reservation for Forestry graduates in State Forest Services.

In NATIONAL FOREST POLICY, 1988, section 4, sub-section 11, it clearly states that the professionals in forestry should be recruited to the INDIAN FOREST SERVICE and STATE FOREST SERVICE, yet in the ACF Recruitment examination 2013, not a single person from the Forestry Professionals was recruited. It would be unjust of the concerned authority to absorb 100% non-forestry students in the State Forest Service who merely would have some superficial knowledge on forest management even if they get trained for one and a half year after recruitment as compared to forestry students. This is a huge loss of human resource for the state as the state forest department is being devoid of rightful candidates in the sense that forestry professionals already undergo a 4 year programme to understand and perform the operations and services in forest management in a professional manner.

The services in the Forest department can be best dealt by the Forestry professionals (Forestry Students) have already been realized/recognized by many states like Himachal Pradesh, Odisha, Jharkhand, Jammu & Kashmir, Karnataka, Kerala, Tamil Nadu, etc. wherein Forestry graduates have been provided 60 to 100%  seat reservations in State Forest Examinations.

It is, thus, a genuine appeal to the concerned authority that seat reservations in the recruitment of the State Forest Services may be given careful considerations for the Forestry professional graduates so that they are appropriately employed or perhaps a day will come when one might realize that it’s a fuel tank filled up with water and hence, both rendered useless.

Sign of healthy democracy

The war of words between Arunachal Pradesh Congress Committee (APCC) and People’s Party of Arunachal (PPA) over Vikash rally organized by ruling Congress party at IG Park on 16th November is a new phenomena for Arunachal. For the state like ours where voice of opposition has no virtual presence, this development give us ray of hope. The opposition parties of state have always been heavily criticized for being silent spectator and not raising the issues which concerns the people of state.

However there seems to be steady shift from this usual pattern. In recent days it has been noticed that opposition parties like BJP, PPA NCP has been quite vocal in voicing their opinion regarding various programmes and policies initiated by Congress govt. This is a sign of healthy democracy. The opposition parties should keep an eye on functioning of ruling government and should raise concern whenever govt adopts wrong policy. But doing this, both opposition as well ruling parties should follow ethics and don’t indulge in dirty politics.
